Minutes of October meeting
Minutes of the Meeting held on Tuesday 4th October 2011 at 7.00 pm
in St Mary Magdalene's Church Hall
1. Welcome: Susan welcomed those attending for the first time.
2. Matters arising from the Minutes
Abingdon/Barnard Streets - Potholes and Traffic: A resident reported that these roads are in a terrible state and traffic is racing along them. Doubts were expressed as to whether reinstating the right turn at Ormonde Street would reduce the volume of traffic. Cllr Essl advised there are plans to make this area a 20 mph zone with speed humps in Ewesley Road, Mount Road opposite the school, Colchester Terrace and back lanes in order to stop them being used as a rat-run. Again, residents doubted whether speed humps would work. As HGVs are using these streets to get to Cleveland Road shops, sometimes causing an obstruction, any remedial work to the potholes is soon undone.
As we feel the state of the roads is largely a result of the prohibited right turn at Ormonde Street, we'll write to the Chief Executive asking if Abingdon/Barnard Street can be reinstated to the standard they were before. We'll also write to the retailers requesting they ask the HGV drivers not to use the narrow side streets.
Shackleton House: Linda is still in correspondence with Julie Elliott MP. We're asking who owns the property and what the owner intends to do with it. It is believed that HMRC hold the leasehold until 2014/15 under a contract with Mapeley based in Guernsey. Linda will email Graham March, PA to Julie Elliott.
Newsletter: We've circulated 2000 copies. Anne volunteered to deliver copies to Pallion residents.
Committee/Cabinet Decision-making: A detailed response is awaited to our letter to the Chief Executive expressing our dissatisfaction with the way the planning decision was made regarding the café on St Luke's Terrace. We will also write to complain about the way the Cabinet dealt with the agreement to sell the Council-owned building on St Marks Road. On both occasions we felt the outcomes were 'done deals'.
3. Crime/Anti-Social Behaviour Reports
David Lynn was unable to attend but asked anyone wanting to talk to him to ring him on 561 7886. A Pallion resident reported an incident in her neighbourhood concerning the behaviour of young people, a problem which residents felt had gone away. This was noted by PC Hood.
PC Hood gave his report for the periods 23 Aug-20 Sept 2011 and 17 Aug-14 Sept 2010. Ina offered to show a map of the areas involved on the screen at the next meeting. A resident reported that 3 cars have been scratched in Bexley Street recently; the police were informed.
Although not a police matter, PC Hood advised residents to be careful when opening emails; if an offer looks too good to be true, delete it. Also, if anyone rings saying they're calling from Windows about a computer problem, put the phone down; no-one will ring from them.
4. Parking Management Scheme – Hospital Area
Linda, Morris and Susan attended the last public consultation with officials today. A few residents have been advised to put their complaints in writing, mainly concerning minor issues such as signs and lines. Two people from the hospital are objecting to the scheme.
A resident asked about Brookland Road which has been excluded from the scheme. Susan advised we're talking to officials about this. We would like those streets which actually voted in favour but were excluded from the pilot to be included when the scheme is extended. Cllr Essl added that as we're a democracy, it's up to us to persuade those who voted no last time to change their vote yes.
This month a snapshot survey of residents' and commuter parking will be carried out one day from 5am to 10 pm. The results will be compared with a 2nd survey in the spring which will show where parking has migrated to.
The Royal Hospital has issued memos to staff detailing increased parking charges. Also, staff won't be guaranteed a parking space and will be restricted as to where they can park. We've written to the Hospital and are awaiting a reply.
5. Waste and Recycling Collections
At the last meeting Cllr Watson asked if we could give him our opinions on refuse collections. A questionnaire was circulated for completion in order to provide some feedback at the next meeting.
6. Treasurer's Report
We've paid for the printing of the newsletters and miscellaneous incidentals such as stationery.
7. Blog and Facebook Update
Facebook: concerns were expressed about who was using the site and why. Following a vote, it was agreed to close the site temporarily.
8. Any Other Business
Percival Street - Double Parking: A resident highlighted the problems caused by cars double parked all day in this street.
Volunteers needed to plant bulbs in Millfield: Cllr Dixon has thousands of tulip and crocus bulbs to be planted ready for Spring. He would like as many people as possible to meet at the grassed area facing the Mountain Daisy at 11 am on Thursday, 13th October.
Barnes Park Extension – Friends Group needed: A resident would like to see this improved, but has been advised that a Friends Group is needed to move this forward. Kate agreed to include this item together with resident's contact details on our blog.
Newsletter correction: We apologise unreservedly to Beryl Smith and family for the error in our newsletter. Our late Chairman, Amanda Jane Robinson, died in November 2010 and not September as stated.

Barnes Park
Following the reopening of the newly restored Barnes Park, a group of residents are setting up a 'friends' group with the aim of raising the funds needed to renovate the other end of the park - the western end between Ettrick Grove and Springwell Road. All residents (and business owners) in Barnes, Pallion and Millfield are welcome to join us at our monthly meetings. Local Councillors and police officers attend each month and we regularly have council officers come along to give advice. In recent months the Barnes, Pallion and Millfield Residents Association have helped a number of residents by putting them in touch with the people who can do something about local issues such as anti-social behaviour, graffiti and problems with rubbish.
We are not associated with any political party and as such our meetings are purely issue driven. We are simply a friendly bunch of people who are passionate about the area in which we live and we offer a warm welcome to everyone.

Combating Anti-Social Behaviour
David Lynn, Anti-social behaviour officer at the council attended our last meeting. He advised that many problems, such as anti-social behaviour, litter, dog fouling, graffiti and potholes can be reported to the council, 24/7, on the following telephone number: 0300 100 0101

Parking Scheme
The residents parking scheme is to be introduced by the end of the year in twelve streets around the hospital. The residents association have worked with Councillors and council officer to come up with a scheme which residents in those streets voted for. Minutes of September Meeting
Minutes of the Meeting held on Tuesday 6th September 2011 at 7.00 pm
in St Mary Magdalene's Church Hall
1. Welcome to: Representatives of Millfield Residents Assn; David Lynn, Anti-Social Behaviour Officer.
2. Matters arising from the Minutes
Potholes: We've been advised that Victory Street works will be carried out this financial year. Ewesley Rd and St Gabriel's Estate will be inspected with a view to repairing defects considered to be an immediate danger. A resident reported that an elderly lady had fallen in Ewesley Rd due to a pothole; four small holes have now been filled in. Cllr Watson explained that there's a programme of planned maintenance but small holes which developed in the winter are now getting bigger. The Council only have money to effect temporary repairs in roads but try to ensure footpaths are as safe as possible. David Lynn advised reporting potholes to the Helpline 0300 100 0101 and an officer will respond.
Shackleton House: Linda wrote to Julie Elliott MP who referred the matter to the Chief Executive of Crown Estates. Linda has now received a letter from solicitors Burges Salmon questioning her information about the property's ownership and phrased in such a way as to make it virtually impossible to comprehend, it being compared to something from 'Yes Minister'. Cllr Gofton suggested sending Julie Elliott a copy of the letter with a request that she follow it up.
Mosque: Representatives of Millfield Residents Association gave a report on the meeting they'd called last week which was attended by over 150 people. There'll be a protest tomorrow at 1.30 by local residents at the Civic Centre Council Chamber. Their campaign is gathering momentum.

David Lynn advised there've been no more reports of the anti-social behaviour in Croft Avenue reported at the last meeting. Any incidents can be reported on 0300 100 0101.
PC Hood gave his report for the period 26 July to 23 August 2011. He reminded residents to lock their front doors, especially those who live in the rear of their property. Graffiti problems have settled down since an offender was caught; graffiti can also be reported on the above 0300 number.
Getting his landlord to carry out repairs to a door was a problem for one resident. David Lynn asked anyone with problems of this nature to ring him on 561 7886 and an officer will contact the landlord.
During a discussion on drugs, PC Hood advised that houses where drugs are grown can be spotted as curtains are permanently closed and there's condensation on windows.
4. St Luke's Terrace Shopping Parade – Planning Application for Cafe/Restaurant
The Development Control Sub-Committee met on 16th August and David Campbell spoke well against the application, quoting the Council's Unitary Development Plan. According to the planning officer there is sufficient parking but we feel this is a big issue. Despite concerns being raised by the Sub-Committee members themselves, they voted unanimously to approve the application as recommended by the planning officer. Cllr Iain Kay showed support for the residents but had to abstain from voting as he was seen to have a biased interest. We were very disappointed, feeling the outcome was cut and dry before we sat down. The Council don't seem to be listening to what the community wants. Local residents have to tolerate cooking smells, rubbish and car parking but have no say in what's going on. We intend to complain about the Sub-Committee as, although councillors expressed the same concerns as us, they didn't vote against the recommendation to approve the application.

A workshop briefing was held on 23 August with Ken Heads, James Newell and councillors Blackburn, Dixon, Gofton and Morrissey. They're looking to have everything on track for 1st December unless they encounter legal objections during the public consultation period. There'll be walkabout meetings on 13th September comprising Ken Heads, residents, and councillors starting at 2.30pm at St Gabriels church, 4pm at Wilson St/Hylton Road, and 5pm at Jackson St/Chester Road. The idea is to point out where signs and double yellow lines are to be sited for the pilot scheme.
A survey of the wider area will be carried out to get a snapshot of residents' and commuter parking on one day in October. The results will be compared with a 2nd survey in the spring 2011 which will show where parking has migrated to. We've asked for reassurance that those streets which voted in favour of the scheme but were excluded from the pilot, will be included when it rolls out. We'd also like it extending to include weekends.
We've written to the Hospital with our view that their new parking-eye system will make things worse. There are empty parking spaces on an evening but drivers are parking in our streets as they don't want to pay the hospital's charges.
6. Extension of Temporary Traffic Regulation Order 2009 – Chester Road/Ormonde Street etc.
At the meeting of 23rd August James Newell confirmed we're getting our right-turn back at Ormonde Street; those further down Chester Road will remain. To keep traffic flowing, traffic up and down Chester Road will get a double-cycle at the lights, and the timing sequence will be altered. We can't get our pedestrian crossing back but they're hoping to put in a pedestrian refuge to the west of Ewesley Road. A new TRO has been published for the hospital area.

We have money for our needs and no expenses.

Is this enough in summer? What about the size of bins? He'd appreciate some feedback.

Minutes of the Annual General Meeting held on Tuesday 2nd August 2011 at 7.00 pm
in St Mary Magdalene's Church Hall
2. Matters arising from the Minutes
Rubbish at rear of Kayll Rd/Bexley St: Sue reported that the rubbish has been cleared; when it reappears that too is taken away. Cllr Watson advised that if bins are still out 2 days after collection they will be taken away and residents quoted 2 examples of bins being out for much longer periods. Ann will notify Tony Hall, the Council's Environmental Health Enforcement Officer, tomorrow. Anyone can report such instances by phoning the Council's Contact Centre 520 5503.
Millfield Walkabout: Cllrs Kay and Scanlon reported on the recent walkabout around the Hylton Road area. The turnout was excellent and a kind shopkeeper gave everyone cover during a torrential downpour. Looked at goods placed on pavements and the number of cars for sale; both matters are receiving attention. Options to improve the crossing at Aldi/St Marks Road are being considered and money may be available for such works. Also noted were the number of vacant shops, broken fencing, pot-holes and rubbish. The official leading the walk is preparing a draft report on the findings.
3. Crime/Anti-Social Behaviour Reports
Steve Kell reported that the Anti-Social Behaviour officers continue to work with the police. He's currently involved in resolving problems in Croft Avenue. A resident reported hearing that neighbours had kicked a young child's toys down that street and described living there as a 'nightmare'. Steve asked that such incidents be reported to him so he can take action and Cllr Kay offered to help in this instance.
Regarding the report of overgrown weeds on the forecourt of a house in Aiskell Street, Steve advised that as it's not unlawful no-one can intervene. A Pallion resident reported that her area is peaceful now. More residents from the Exeter/Edwin Street area attended the last police meeting.
Susan thanked Steve for his attendance tonight.
4. St Luke's Terrace Shopping Parade – Planning Application
Cllr Watson advised that the application will be judged at the planning meeting. It's the councillors' job to represent the views of the community and everyone he's spoken to thinks it's ridiculous to have another takeaway here. Given the choice of an empty shop or a takeaway, he'd prefer a takeaway which produces rates and an owner who should take care of the building. But as the majority of residents object, he'll put the residents' case against it. However, planning decisions must be made on material considerations, eg parking, and it's unlikely the councillors will go against the officers' recommendations. He'll probably abstain or vote against it. The application will be considered by the Development Control South Sunderland Sub-Committee on 16th August at 4.30pm in Committee Room 2. David Campbell will try to attend and present his views at the meeting.
The problem of encouraging birds by feeding them was also discussed.
5. Extension of Temporary Traffic Regulation Order 2009 – Chester Road/Ormonde Street etc.
Susan reported that Council officials have observed the traffic and pedestrians in this area. As a result they may reinstate the right turn into Ormonde Street when the TRO ends in November. A filter lane is being considered. Pedestrian crossing could be via a new refuge at St Gabriels Ave/Ewesley Rd and they're looking at tweaking the timing of the traffic lights at the hospital. To date there have been few complaints about right turn restrictions into the streets below Ormonde Street but increased traffic in the ABC streets was observed.
6. Parking Management Scheme
Susan reported that she and Linda have met with James Newell and Ken Heads and complained we've been left in the dark for too long. Officials went ahead before we were given the results of the vote. A Workshop meeting by the end of the month has been promised. Also, a walkabout will be arranged to see if markers have been correctly placed and Linda and Susan have asked to join them; Linda Scanlon asked to be included too. We can make objections when the Public Notice is published, eg to the position of yellow lines and to Dilston/Angrove Gardens being excluded from the Scheme despite a majority vote in favour.
The pilot scheme will go ahead as planned and reviewed after 6 months. We would like streets which will be affected by the pilot scheme to be included in the PMS before it's rolled out to other parts of the city.
Susan also reported that the Royal Hospital is installing CCTV and a 'parking eye' which recognises car registration plates. Parking will be for 2 hours. It's cheaper to park in Debenham's car park; patients don't want to pay for parking at the hospital. Management appear to be only concerned about themselves and Susan wondered if they could be invited to our next Workshop.
7. Treasurer's Report
No claims for expenses have been submitted. Susan stated she'll need paper for the Newsletter which is being prepared.
8. Blog and Facebook Update
David reported that Facebook now has 46 members.
9. Any Other Business
Spark FM: Linda, Susan and Paul Dixon have been interviewed about our work by Sam Willey.
Shakleton House: This government building has been empty since 2008. Discussion took place on such buildings, the property and responsibility of Crown Estates but paid for by the taxpayer. Although it was agreed that another use for the buildings would be desirable, it was pointed out there is no money available to do anything. However, we'll approach Julie Elliott MP about this subject.
Probate Office: A resident felt there should be one in Sunderland. Cllr Watson pointed out that Newcastle has been nominated the administrative centre for the north east. Despite this, he's trying to get a more even distribution of government offices.
Potholes: Were reported in Ewesley Rd, St Gabriels Estate and Victory Street and the back lane to Kayll Rd.
Mosque: Cllr Kay reported that the Mosque committee could be close to making a commitment, although no planning application has been received and the matter must remain confidential. The value of the property is assessed by an independent agent and the Council must achieve that full market value when it's sold. Cllr Scanlon reported that if successful, parking would be within the boundaries of the building, the building will be improved and there'll be nothing out of the ordinary, eg minarets. They would be happy to talk to us if invited to one of our meetings.
Car Theft: A recent break-in on Henderson Road resulted in only the car being stolen as the driver had left keys near the front door. David will put a note on Facebook about the dangers of leaving keys accessible.

AGM: Tuesday 5th July
The BPMRA AGM will take place at 7pm on the 5th July at St Mary Magdelenes Church Hall, Wilson Street, Millfield. All are welcome.
Regular attendees will be aware that over the last year we have taken on a number of issues and continue to work with and for residents in the three wards. In addition to the parking situation, which was the reason for starting the association, we now tackle a wide range of issues such as anti-social behaviour, fly tipping and fireworks, and provide a friendly forum through which residents can share problems (and solutions) and have easy access to local councillors and council officials.

Application for another takeaway in Pallion
Residents may be aware that a planning application was recently submitted to the City Council for another new takeaway on Pallion Road. This would take the total to 14 fast food outlets within a very short stretch of road. The original application was withdrawn but has now been resubmitted. Residents in the surrounding streets suffer with noise, parking, litter and rats attracted by the amount of waste generated by this huge number of food outlets.

Minutes of May Meeting
Minutes of Meeting held on Tuesday 3rd May 2011 at 7.00 pm

1. Welcome and Apologies
Apologies were received from P Thomas, S Woodcock and councillors who are campaigning for local elections. (Belated: J Wilson, Anti Social Behaviour Officer).
Susan thanked David Campbell and Cllr Dixon for finding time to attend.
2. Matters arising from the Minutes of the last Meeting
The Minutes were accepted as an accurate record of the meeting held on 5th April 2011.
3. Police Report
PC Hood gave sector-by-sector crime figures for our area for the periods 29 March-26 April and 1 March-28 March 2011, and for 30 March-27 April 2010. He said that the overall crime rate is going down and advised that a local crime map can be found on www.police.uk. In response to requests he'll supply figures for anti-social behaviour for the next meeting.
Some residents questioned why they never see police patrolling their streets, to which PC Hood replied that their area has no Neighbourhood Beat Manager team. Susan reminded the meeting that reporting problems to the police creates hot-spots to which manpower will be allocated, and PC Hood added that anyone making a report can remain anonymous. Kate commented on her recent experience when she'd contacted the police; their response had been positive and she was told she'd done the right thing in contacting them. Cllr Dixon praised the excellent work done by PC Hood and his Millfield team.
Susan's trying to get a member of the police teams for Pallion and Barnes to come along and talk to us. The Pallion PACT meeting is held at 4.00pm, making it difficult for many to attend.
The problem of eggs thrown from passing cars in the area was raised and PC Hood advised it's happening city-wide. Linda gave details of a BT scam which had been brought to her attention and the potential dangers of not locking car doors when going to pay for petrol.
4. Chairman's Reports
Bottle Bank - The Chesters: Susan to supply names of charities which supply recycling bins.
Speeding - St Mark's Road: We've emailed James Newell asking for traffic calming measures; we should have his report for the next meeting. PC Hood said the police plan to carry out an operation in this connection. Cllr Dixon advised that last year a petition had been presented to the Council who declined their request saying there aren't enough accidents to warrant any speeding restrictions.
Potholes- Mount Road: Some resurfacing work has been done and Beryl commented that the road is much improved.
Fly-tipping - Metro line: As client confidentiality prevents Cllr Essl updating us on progress, we've written to Julie Elliott MP for her help in resolving this problem. Cllr Dixon suggested we bring this matter up with next month's guest, Bill Blackett, Area Response Manager for Sunderland West.

This TRO prohibits right turns from Chester Rd into Greta Terrace, Ormonde, Brinkburn and Chatsworth Streets, and from Brinkburn and Chatsworth into Chester Rd. We've written to the Chief Executive saying we still strongly object to its implementation on which we weren't consulted, and that residents are upset, aggravated and distressed by it. We've asked for it to be revoked, the traffic returned to the status quo and the crossing from St Gabriel's to Ormonde Street be reinstated for pedestrians. We're awaiting a reply.

We've emailed Ken Heads requesting a date for its implementation and a copy of plans for signage and double yellow lines. Despite being told there'll be no need for yellow lines in back lanes, a plan has been seen which shows them along the rear of Kayll Road and Bexley Street, prohibiting parking all around some homes. A reply is awaited.

A Facebook message has been received drawing attention to the untidy and dirty appearance of Millfield streets, the unkempt grass around Holly Court, and the goods on the pavements outside second-hand shops. Cllr Dixon advised all issues raised have been addressed.

The residents reported that problem tenants have moved on. (Extract from Jan Wilson's email, opened following the meeting: "Tenant moved out of the property as of 25.04.2011, we will be inviting the landlord to become a member of the Sunderland City Councils Voluntary Landlords Accreditation Scheme which will enable them to request vetting on future tenants.")
It was felt that landlords should be accountable to other residents for their tenants' behaviour.
PC Hood issued complimentary UV marker pens for members to mark their possessions.
Any Other Business
Street Rubbish Collection: Beryl had phoned the number given by Tony Hall (550 5503) to request clearance of overflow rubbish from a skip in her road and as a result it was quickly removed.
Sunken Road – Abingdon St: A large dip in the road now has white markings around it but no remedial work has been carried out. Cllr Dixon advised that the markings indicate a repair is planned.
Barnes Park Reopening: Planned for 21 May. 14 CCTV cameras will be monitored by the Civic Centre.
Advertising in Community Directories: Linda's getting a quote to advertise our meetings on the Community Notice Board of this publication.
Nomination Papers for Election of Officers: Will be available next month ready for the AGM on 5th July.
Wear Surma Clinic: Ken gave details of a fundraising event for this medical charity.

Sunken Road – Abingdon St: A large dip in the road now has white markings around it but no remedial work has been carried out. Cllr Dixon advised that the markings indicate a repair is planned.
Barnes Park Reopening: Planned for 21 May. 14 CCTV cameras will be monitored by the Civic Centre.

5. Chairman's Report
Publicity: (i) An accurate announcement of tonight's meeting appeared in last Tuesday's Down Your Way column in The Echo. (ii) Linda has been interviewed about our work by Kate McClements of Sun FM radio.
Parking Management Scheme: Our local councillors met with the Council's Ken Heads on 4th February. Cllr Dixon advised that there was nothing new to report on the scheme; it is on course to go ahead in October. Cllr Watson commented on the process whereby a resolution to the parking problem was reached, with officers and residents working together.
Traffic lights – Kayll Road/Chester Road: As we felt James Newell's letter of 17th January hadn't addressed our concerns, we wrote to him again on 14th February raising the points: (i) residents are distressed by increased traffic in side streets and frustrated by the no right turn into Ormonde Street; (ii) the pedestrian crossing from St Gabriel's Church to Ormonde St should be reinstated; (iii) the lack of audible signals or easy-to-see visual signals on lights are a concern.
Mr Newell has phoned Susan and promised to monitor and review the situation. He should have the facts by July and Susan will contact him then.
Discussion followed about traffic problems in the area, including the build up of traffic along Ormonde St back to Barnes Park and the traffic lights outside the hospital on Chester Road. It was also reported that there have been 4 accidents in a month at the top of Colchester Terrace.
Fireworks in Pallion: We've written to the Chief Fire Officer who has asked for details of where the fireworks are being sold. On hearing from members that the shop is on St Lukes Terrace, Cllr Dixon advised that the shop in question had closed yesterday. We'll monitor the situation.
Fly-tipping on Metro Line: Photos were circulated showing some of the rubbish strewn along the embankment near Millfield Station. Also, rats have been seen in that area. Cllr Dixon, Morris and Susan met the Echo on 24th February at the metro line and an article/photograph will appear soon. Cllr Watson offered to write to Nexus enclosing our photos.
Rubbish in Back Lanes: (i) Last month's speaker, Tony Hall of the Environmental Health Department, has been reminded about the state of the back lane to Kayll Road/Bexley Street. It was reported that there is now furniture in the lane despite the free collection service. (ii) Susan has received a representation from residents in Queens Crescent experiencing similar problems; that too has been brought to Tony Hall's attention. (iii) A short discussion ensued on the subject of dog fouling in back lanes. Cllr Kay advised that in the last 2 weeks 3 dog owners have been sent warning letters.
Election of BPMRA Officers: Voting papers will be issued in the next couple of months in readiness for the AGM in July.
National Census: Census officials will be going door-to-door in the area from 6-25 April.
Neighbourhood Watch: We've been asked by the police to notify residents that they would like to promote Neighbourhood Watch schemes. We'll receive 2 information packs shortly.
6. Pallion Residents Issues
(i) Inconsiderate parking on the pavement in Percival Street is continuing. This was raised at the Pallion Partners and Community Together (PACT) meeting on 14th February when PC Bell advised that all parking issues are a Council matter unless a vehicle causes a direct obstruction to pedestrians or property access.
(ii) Youngsters are starting to gather again, causing concern to residents who fear future problems. The Neighbourhood Action Team is aware of the problem and the matter will be raised at the next meeting of PACT on 21st March.
7. Treasurer's Report
Elizabeth will have the accounts externally audited for the AGM.
8. Blog Update
Kate has put photographs of pavement parking and fly-tipping onto the blog and linked it with Facebook. David reported we have more than 30 Facebook fans.
9. Any Other Business
Potholes: It was reported that temporary repairs to potholes on Ewesley Road aren't lasting. Cllr Watson said a softer tarmac is being used until planned maintenance is carried out. The Council can bid for extra money from the government to help deal with the problem. Residents should continue reporting potholes to the Council on 520 5503.
Parking Restrictions: (i) A question was asked whether Ashwood and Beechwood Terraces are destined to become no parking streets. Councillors present had no knowledge of any such plans, although parking throughout the city is being regularised. (ii) Due to traffic parked on corners, drivers are experiencing difficulties when turning into Hylton and Eldon Streets from Chester Rd. It was felt yellow lines for 20ft would to facilitate access. The problem will ease for Eldon Street when the Parking Management Scheme comes in, but won't help Hylton Street. Members were advised to take photos of vehicles causing an obstruction and forward them to their local councillor. (iii) A van legally parked on Chester Road (opposite Priory Grove) is obstructing the view of on-coming traffic for pedestrians trying to cross the road via the central refuge island. Susan will contact Ken Heads.

Fly Tipping
Cllr Paul Dixon has asked us to get involved with his campaign to clean up the Metro line through Millfield. Fly tipping is a major problem along the railway and not only poses a danger but is unsightly. Residents have also been complaining about rats around the Metro stations and this indiscriminate rubbish dumping is doing nothing to discourage the rodents!

Issues Raised at February Meeting
Minutes of the meeting held on 1st February are below. The following photos were circulated which illustrate a common parking issue which isn't just limited to the hospital related parking.
Inconsiderate parking such as this, not only blocks the pavement making people with pushchairs or wheelchairs have to walk along the road. It can also make it very difficult for people to get in or out of their front door, especially if they are carrying shopping etc - see section 2 below on how the police can ticket offenders.


Opening the meeting, Susan welcomed Tony Hall, Environmental Health Enforcement Officer for Barnes and Pallion and Cecilia Gofton, Labour Councillor for Pallion ward.
1. Environmental Health Matters
Guest speaker Tony Hall gave an informative talk about some aspects of his work as Environmental Health Enforcement Officer (see attached summary). He noted the specific waste/litter problems raised by members and will arrange for these to be investigated. Susan thanked Tony for his attendance and for being so helpful.
Weekly Collections: Cllr Gofton stated that there is no intention to change normal weekly collections to fortnightly. Despite huge reductions in the budget, as far as possible services will be maintained as they are.
Street Cleaning: Cllr Dixon advised that streets are scheduled to be cleaned the day following waste collections. If you have a problem with dirty back lanes or streets, you can ring the Council on 520 5503 and request a street clean.
Potholes: In reply to Linda's question about the repair of potholes, Cllr Gofton said that this is one of the budgets affected, but there is a schedule of works which is continuing. You can report a pothole on 520 5503 and ask what can be done about it. However, main roads take priority.
2. Pallion Residents Issues

Cllr Dixon advised that residents could take the vehicle registration number and phone the local police who can contact the driver; alternatively they can email their local councillor. Only those drivers causing severe obstruction will be ticketed.
It was reported thatdrug dealers are said to be back in Pallion but no further information is available. This will be brought up at the meeting with the Police on the 14th. Discussion ensued on the problems created by bad neighbours. The Association will try to deliver our leaflets to people in Pallion so they can be aware we are here to try to get something done.

Ken has organised a meeting for 4th February with local councillors who didn't get a chance to attend the last workshop. There's no need for members to attend but councillors will let us know if we need to organise another workshop.
Ken has advised that Blue Badge holders, both residents and visitors, are exempt from the parking management scheme as they are just looking to deter hospital staff. As some authorities have schemes where Blue Badge visitors are excluded, we will monitor it. We'll also monitor weekend parking which is a problem for Bexley Street residents.

Update
Most residents will be now be aware that in several streets in the hospital area, the majority of residents voted for a residents parking scheme and the Council are now in the process of finalising the scheme and hope that it will be up and running in the summer. Both the Council and the Resident's Association will be monitoring the effect of the scheme.
In the mean time, the Resident's Association are committed to tackling other issues in Barnes, Pallion and Millfield.
At our February meeting Tony Hall, an Environmental Health Enforcement Officer at Sunderland Council told us a bit about his work and answered residents' questions.
• Environmental Health have taken on extra staff and there are now 2 Enforcement Officers in the Barnes and Pallion area.
• Complaints have been received recently about the amount of rubbish dumped in back lanes. In response Environmental Health staff are searching any abandoned waste for letters/bank statements etc to determine where it is coming from, and with photographic evidence they speak to the offender. A Section 46 Notice is issued; this outlines the resident's responsibilities regarding waste and advises that if it incurs again a fixed penalty notice will be served. If this fine isn't paid the offender is taken to Court when additional costs of approximately £300 will be added and the offender will have a criminal record. The Section 46 Notices, once served on every resident in an area, are now only served on targeted individuals.
If you find rubbish being dumped in your back lane, ring the Council's Contact Centre on 520 5503 and it will be investigated.
• Bins being constantly left out. These cause problems as they can be used to get over a wall to access a property, or be set alight which costs the Council to replace. They also attract others to leave rubbish out and lanes become a mess. In the Barnes area, if the bin is still out 2 days after it has been emptied, a yellow sticker is affixed across the lid to temporarily stop it being opened. The sticker advises the resident when the bin should have been taken in. A Section 46 notice will be served again outlining their responsibility to store and present their waste correctly for collection. If they continue to leave their bin in the rear lane a fixed penalty notice will be issued with the possibility that the bin will be confiscated.
• Anyone caught dropping litter gets an on-the-spot fine of £75, reducing to £50 if paid within 10 days. School children can't be fined but parents and schools are informed.
• Spitting out chewing gum incurs a fine of £80.
• Litter Street Control Notices can be served on a shop if a number of their bags/wrappers are seen to be littering the area within 100m of their shop. The shop must pick up the wrapper regardless of who has dropped it.
• Every house has a free collection service of up to 8 items per collection 3 times a year. Arrangements can be made by ringing the Council on 520 5503. You'll be given a date for collection and advised to put the items out as late as possible the night before or as early as possible on the morning of collection as collections start at 6.30 am. If something prevents a collection, eg access problems, the refuse staff will endeavour to return to collect. Sunderland Council don't charge for this service; they are determined to keep the area clean.
